Don't forget to restart NcFTPd after modifying the general.cf file.

By default, any user whose UID is 0 and username is not root is not allowed to login. For example, some systems include users with names like toor or operator that are equivalent to root since they have the same UID as root. Only set this option to yes if you require that these "superuser aliases" be allowed access by FTP.

If you want to disable root from logging in via FTP (and we encourage this!), then use the /etc/ftpusers file.
